Would exempt certain 'passive receivers' of PFAS (water and wastewater systems, stormwater permittees, airports, waste sites) from civil liability for release costs absent a regulatory violation, direct the Environmental Quality Board to adopt rules on receipt, storage, treatment and disposal of PFAS, and require Department authorization before any facility accepts more than 200 pounds per day of AFFF waste.
